The Federal Training Exchange

Every U.S. Federal agency is required to provide training to its employees. However, the size and complexity of the U.S. government, combined with issues related to internal agency firewalls, security protocols, and other access issues, prevents agencies from easily sharing knowledge and training courseware that they have developed. This lack of communication and coordination leads to inefficiencies, redundancies and often ineffective training when employees take courses that are readily available to them even if they are not the best to meet the need.

Colleague Consulting is sponsoring The Federal Training Exchange® (FTE), a free, web-based library of public domain training materials and other human resources development items shared by and for Federal trainers. It is a community of Federal training professionals who are willing to share their expertise and resources with fellow Federal trainers, and others supporting Federal training. The FTE allows agencies simple access to public domain resources that others have created such as instructor-led course manuals, PowerPoint® slides, webinars, assessments, and other training and development tools. All materials are free of charge because they are owned by the Federal government; no proprietary materials are included on FTE. The Federal Training Exchange® is a website for sharing, not purchasing.

Any Federal employee can register for the Federal Training Exchange® at Once you are registered, you can browse the resources, download something you find useful, or upload a document of your own that you would like to share. All the free resources in the FTE are searchable by title, course length, topic area, audience, delivery format, sponsoring agency, date of publication, and resource rating.
